Confirm the waterway classification
Naples requires a marine permit for riprap construction or repair. Its guidance distinguishes natural waterways from manmade canals, with classification determined by City staff.
Ask about the riprap requirement when a natural-waterway seawall is repaired. Keep that answer with the proposed section drawing.
What should the drawing explain?
- Existing and proposed rock footprint.
- Base condition and support below the visible waterline.
- Material and placement specified by the designer.
- Transitions to walls, outfalls and neighboring edges.
- Dock clearance and access during the work.
Do not use an assumed rock size or a generic tonnage figure to order material before design review.
Check vegetation and coastal controls
Describe mangroves or other shoreline vegetation in the proposed work area. DEP asks for a project-specific discussion when mangroves conflict with seawall maintenance.
A Gulf-front revetment also needs coastal screening; an inland marine approval does not settle the CCCL question.

Look beyond the quantity of stone
A quote for a load of rock does not describe a complete shoreline repair. Compare the prepared base, placement limits, access and restoration before comparing material quantities. Ask whether existing stone is reused or removed and where displaced material goes. Keep environmental conditions with the construction drawings so the crew has the same work limits as the reviewer.
| Scope item | What to request |
|---|---|
Existing condition | Ask the designer to identify displaced material, toe condition and any gaps in the shoreline protection. |
Proposed profile | Request the limits, materials, support/filter details and connection to the existing wall or bank. |
Placement and habitat | Clarify equipment access, vegetation protection, waterward work and the approvals governing installation. |
Follow-up | Request the final profile record and the observations that should prompt another review. |
Price the complete repair
Ask whether the quote includes survey, design, equipment access, material removal, placement, approvals and site restoration. Photograph the completed limits and retain the inspection record.
