Seawall permits
in Naples & Collier.

Start with the parcel jurisdiction and proposed work. A Naples postal address does not by itself identify the building department.

Which office handles your parcel?

Your starting point: Identify the parcel’s city or county authority, then describe the entire marine scope. Track local, state and federal decisions separately where they apply.

For Naples City, gather the shoreline measurements

The seawall checklist calls for a marine application, a regulations acknowledgment, a site plan or survey, and structural plans. Include cap and adjoining-wall elevations. Ask which professional signatures are required for the submitted documents.

Confirm staging and the final-survey requirement early. For condominium common property, obtain the association’s written authorization. The City accepts applications through its electronic portal.

For Collier, use the Marine application

The county classifies seawalls, docks, boat lifts and marine demolition under PRMAR. The site information includes the proposed work and relevant canal and shoreline measurements.

Search the property in Collier’s public portal. If records are incomplete, ask Records for the earlier permit file; a blank online search is not evidence that no authorization exists.

Is it a canal, natural waterway or Gulf-front lot?

  • Natural waterway: City staff determines classification; ask about base riprap before finalizing the design.
  • Gulf frontage: screen the parcel against the CCCL and ask about both DEP and local coastal approvals.
  • Mangroves: photograph the conflict and ask DEP before assuming maintenance allows alteration.

These questions can change the work area, drawings and permitted methods. Resolve them before equipment arrives.

Use a simple approval tracker

  1. Identify the parcel. Save the property address, folio and jurisdiction. A Naples mailing address alone does not tell you whether City or County review applies.
  2. Describe the whole job. List wall work, riprap, dock/lift changes, drainage, vegetation and equipment access. Ask the reviewer which drawings and separate approvals that combined scope needs.
  3. Record each response. Keep the agency, application number, current status, conditions and person responsible on one sheet. “Submitted,” “approved” and “closed” are different milestones.
  4. Plan the finish. Ask which inspections and records remain before completion. The City checklist lists a final survey for the Certificate of Completion.

Give the contractor and designer the same tracker. If an approval changes the shoreline layout, update the drawings and price before treating an earlier quote as final.

Resolve these four questions before mobilization

Have the responsible professional confirm: the approved drawing revision; how crews and materials reach the wall; what protects neighboring improvements; and which inspections occur before work is concealed.

For City projects, do not assume an empty neighboring lot can be used for staging. The published checklist limits staging locations. For a common-area condo project, keep the association authorization with the application. Ask the office to confirm current requirements for the particular work; the dated checklist is a preparation aid, not a permit decision.

Keep each approval and condition together

State, federal and local reviews are related but not interchangeable. Ask the project professional to list each required decision, the applicant and dependencies. DEP’s State 404 program page currently describes a pause; do not use an old statewide checklist to assume federal approval is included.

The Collier jurisdiction guide helps route nearby communities. The height guide explains what to ask when the current cap limit is unresolved.
