When Collier is the starting point
Your parcel file: Use the actual parcel, waterway and proposed work to identify the review path. A Naples mailing address alone does not settle the permitting jurisdiction.
For unincorporated parcels, the county’s Marine (PRMAR) process covers seawalls, docks, lifts and marine demolition. Confirm the folio and jurisdiction before submitting.
Use Vanderbilt Beach, Pelican Bay, East Naples and Isles of Capri for the local shoreline questions.
What if the online permit search is empty?
Search the address and any known permit number in CityView. Ask Records for earlier files, surveys and completion documents when necessary. DEP’s shared water-permit search begins in 2007 and does not include every exempt activity.
Keep the search result and the follow-up request together. “No result” is a research gap, not proof that a wall is unpermitted or that no conditions apply.
Which shoreline reference governs the drawing?
County guidance considers the most restrictive applicable reference when measuring dock protrusion. Ask the designer to identify the relevant bulkhead, shoreline, seawall, riprap or property reference on the plan.
Record water depth, canal width, dock connections and nearby utilities as required for the actual design. A neighborhood map cannot replace that work.
Build a parcel file that another reviewer can follow
Identity and location
Record the property address, folio, waterway and jurisdiction. Add a survey or plan showing which shoreline stretch is involved. Separate a community name from the authority responsible for the parcel.
Existing approvals
Gather the local permit number, approved plans and any state/federal authorization you can locate. Mark the date and source of each document, and distinguish the original approval from later modifications.
When a search is empty, record where and how you searched. DEP notes that its shared water-permit portal begins in 2007 and excludes exempt projects; other records may therefore be needed. An empty result alone does not establish that work was unpermitted.
Send a question the right office can answer
Example brief: “We are planning work on an existing seawall at [address/folio]. The proposed work includes [wall, dock, drainage or vegetation changes]. Which local application and outside approvals should the designer resolve?”
Attach a clear location sketch, current photographs and the plans you already have. Ask separately about permit routing, records retrieval and flood information; each serves a different purpose. Keep the reply with the drawing revision it discusses.
For a City of Naples parcel, start with the City marine checklist. For the County Marine route, use the official PRMAR starting point rather than assuming a generic building application covers every shoreline component.
