Look beyond the waterfront view
The wall, dock and water access deserve their own part of your purchase review. Ask for documents early enough to investigate gaps before your contractual deadlines. A new house, attractive cap or recently repaired lawn does not tell you how the complete seawall system is performing.

An inspection can help answer the questions you were unsure about.
An on-site inspection is needed to assess the wall’s condition. These answers help you explain what you have noticed.

What this check is based on
The questions cover signs shown in the City of Holmes Beach seawall manual (pages 5–13): soil loss, wall movement, open joints and damaged concrete.
Ask for the records behind the visible wall
Request surveys, marine permits, approved drawings, completion records and invoices for later repair or fill work. Ask which parts are original and which were replaced. Keep seller statements clearly identified as statements until supporting records are available.
Search the actual parcel and permit number where possible. DEP explains its permit-search limits, including older records and exempt work. If a document is missing, request the agency archive rather than concluding that a portal has answered the question.
Commission the review your decision needs
Tell the inspecting professional about visible movement, soil loss, past storms and any plan for a heavier dock or different boatlift. Ask whether the scope includes the water-side face and how concealed components will be addressed. Keep an inspection finding separate from a contractor's repair proposal.
- What was observed directly?
- What could not be checked?
- What further investigation is recommended?
- Which work is urgent, and what access should be restricted?
Price the property-specific work before comparing offers
A wall quote should identify length, system, access, removal, anchors, cap, drainage, boundary transitions and restoration. Add dock and utility work if it is necessary to reach the wall. Ask who obtains approvals and what happens when an unexpected condition is found.
The county marine application distinguishes declared construction cost from the permit process. A number in a permit record is not a current repair quote. Use the budget guide to keep allowances and confirmed amounts separate.
Resolve ownership and insurance questions with your advisers
Ask who owns and maintains the wall, its returns and any shared dock. Give your attorney or title professional the survey and any apparent encroachment. If you plan to raise or move the wall, investigate that proposal before assuming the existing footprint can simply be expanded.
NFIP guidance excludes seawalls from its building and contents coverage. Ask your insurance professional about the actual policies being offered. A lender's flood-insurance requirement does not mean the seawall itself is insured.
Resolve the open questions before relying on an allowance
Bring this short list to your inspector, contractor and transaction advisers while there is time to act on the answers.
- Condition: which components were examined, and which still need investigation?
- Work: does the proposal address the identified problem and include access, drainage and restoration?
- Price: which items are fixed, provisional or excluded? An unpriced item is not free.
- Timing: what approvals, access permissions or further reports are needed before a construction date can be discussed?
Useful question: “What could change this scope after the next investigation, and who will explain the price effect?” A single allowance should not conceal several unanswered questions.
Common questions
Should I order a contractor estimate or an independent condition report?
First define the decision you need to make. A proposed repair price and an investigation of the wall's condition are different deliverables. Ask each provider what will be inspected, what written findings you receive and which further investigations could still be necessary.
What if the seller has no original seawall documents?
Request any later repair records and search using the parcel and known permit numbers. Collier's records service identifies surveys and permit reports among available document categories. Record what remains missing and discuss the investigation and contractual implications with your advisers before your deadline.
Can the vacant neighboring lot make future replacement cheaper?
Do not include that access in your budget without review. The City's published staging guidance excludes residential vacant lots. Ask a contractor to price an authorized route for the actual property, including mobilization and restoration, rather than assuming adjacent land will be available.
Does the wall's age tell me the replacement budget I should request?
Age is useful history, but it does not identify the needed scope. Obtain an assessment of observed condition and limitations, then request property-specific pricing. Compare retained components, access, drainage and related dock work instead of deriving an allowance from the installation year alone.
If my lender requires flood insurance, is the seawall included?
Do not assume so. NFIP guidance lists seawalls among excluded outside property. Ask your insurance professional to identify how the actual proposed policies treat the wall, dock and causes of loss. Keep the written explanation separate from the lender's insurance requirement.
